"Vous avez" est conjugué au présent de l'indicatif.
- Vous avez raison, il va certainement pleuvoir.
"Vous aviez" est conjugué à l'imparfait de l'indicatif (un temps du passé).
- Vous aviez raison, il a plu toute la soirée.
