The phrase "has in" in this context is not a phrasal verb. Instead, it indicates possession or availability. Here, it means "the average family possesses or has available options in beef, fish, poultry, and vegetarian recipes." So the sentence means: "Despite the variety that the average family has available in terms of beef, fish, poultry, and vegetarian recipes, they find most meals unexciting." In simpler terms, it means that even though families have a wide range of meal options, they still find their meals boring.

In your sentence, "in" means "with respect to", "in terms of", or "including". Here are some sentences that use "in" in a similar way: "Jack's reading comprehension is excellent in French, German, and Spanish." "Sally is rich in friendships." "The lady is very old but still has interests in art and poetry."
