Then there's "go figure" which is used to express a response to something surprising or hard to understand.
My football team lost the first ten games of the season and then won the championship! "Go figure!"

In some cases, yes. ´I figure´ implies that you put some thought into what you will say, so it is closer to ´I think´ than ´I guess´.
