Another expression is punch list. When you have a punch list it means that you have identified things that need to be done in order to complete a project. I worked for an aircraft manufacturer. Before we could deliver an airplane we would have a punch list which were the items that needed to be fixed or completed before being able to deliver the aircraft.

I agree with both “agenda” and “docket.” Note that one usually uses a hyphen for “to-do list.”

We sometimes use "agenda" to mean "to do list." "Docket" is used in legal contexts as well as in the expression "on the docket." What's on the docket today? = What are we doing today? The "to do list" is the best option though.
