The goal of a housing project is to create housing (a place to live) for someone. The goal of a building project is to build ... anything. I suppose I could build a sand castle and call it a "building project".

"Housing project" is specific. It refers to a kind of charity (usually funded by a government I think) for providing homes to people who cannot afford them. I'm not sure I've ever heard anyone say, "building project". It so, I don't think it would not have the same meaning. To me it just sounds like a project that is about building something. Note however that I'm a US speaker. "Building project" may have a more specific meaning in some other English-speaking region.

Since I have never done any construction projects, I can only answer as a common person. It sounds to me like "building project" is a more general term, and "housing project" is specific to houses that people will live in. If you think about it, "building" means all structures that people go into and use, while a "house" is usually a place where people live, sleep, or eat.
