Hi CloudTik. Actually, this is not a sentence. In English, a sentence must have both a subject and a verb. This fragment lacks the former. If it did have a subject, the predicate verb would be, "Bringing." After a comma, this collection of words would most likely be an adjectival clause modifying a previous noun, which this phrase lacks.

Even with the additional words, it still isn't a sentence. To make a complete sentence, you could say:
It is a new Windows experience, bringing you closer to the people and things you love.
The new Windows experience is bringing you closer to the people and things you love.
