This is an incorrect use of the verb 'cater'. Look at a good dictionary (e.g Cambridge) for examples of this word used correctly...
"You can ADAPT them to your level..." would be correct.
The website that you found this sentence on, is not a very reliable source of "good English". The grammar is generally ok, but some of the vocabulary is incorrectly used.
