A sharp knife is used to cut meat. In case you want to use cutting then you can reframe the sentence like 'A sharp knife is used for cutting meat.'

Hello Dareen! Nice to see you.
How are you?? I hope everything is fine.
I'm Hilary from India. I saw your profile. I'm interested to practice English with you. Currently, I'm looking for an English speaker to practice my speaking for the IELTS exam ( English Proficiency Exam) and I'm going to take it soon once again, so do you have time to practice in a week?? It would be helpful for both of us. I'm an upper-intermediate-level speaker. I got an overall 6.5 in IELTS.
kindly let me know if you wish we can practiceš

B. to cut
Because normally, 'to' goes with a verb (as part of the infinitive form), not a noun. If, however, the 'to' is a preposition that is part of a combination, then it is OK to use a gerund (-ing) after 'to'.
