Why refers the " Middle Kingdom"? Any special meaning? I think "overseas countries" is enough?

It seems to me the the "Middle Kingdom" is a reference to China (a direct translation of 中 "middle" and 國 "kingdom"). The sentence seems to be saying that Chinese people don't want to leave their own country because they would have to be quarantined on returning home.
