What does "모" mean? For example, "김 모 씨". Is it like when you don't know person's name or position/specialty but only know surename and you still need to address them so you use "모" instead?

It is used to avoid revealing the person's full name in the news or media.
김 모 씨 is a person whose last name is "김"
