Does anyone know an effective way to do a real language exchange? My experience so far has been with people who mostly want free English lessons, but when it’s my turn to practice, they either disappear or give one-word answers.

I’d love to find a serious exchange partner for French or Spanish (A1–A2 level), offering English in return. Russian is also on my list, though I’ve only just started learning it.

The method is less important than the relationship.  You need to have common interests that you genuinely enjoy discussing.  If you find that, which language you speak diminishes in significance.  Each person concentrates on sharing his culture and helping the other.  This is a hard thing to find.

The situation that you described is quite common, as many people are learning English. I also searched for language partners, but it was very difficult because Chinese is not a widely studied language. This is due in part to political tensions, economic challenges, and other factors. Eventually, I decided to become a Mandarin teacher. I found some students who were willing to be language partners, and they paid for lessons, which indicates that they are serious about learning Chinese.

The exchange can take the form of cross-talk, where both language learners either speak their target languages or their native languages simultaneously, allowing each to practice speaking and listening skills alternately. On the other hand, you may need to find other learners—preferably both at a B+ level—to have more meaningful conversations.

I prefer to engage in oral practice with others only after I’ve read several books and watched a few TV series — just a quirk of mine.
