I want to be a fluent English speaker

I want to be a fluent English speaker
This is correct but a more natural way of saying this is:
“I want to be fluent in English.”
The word “speaker” is implied when speaking to someone and can be removed.
Alternatively, if you want to really highlight speaking English specifically you could say:
“I want to speak fluently in English.”
