What does "that can't stand" mean from audio?

It's pretty hard to understand anything in this audio. However, it does sound like he said 'that can't stand'. I take it to mean that whatever he referred to (another mole in that department?) will not last, be tolerated, allowed to continue, etc.

In your audio clip, the man said "I can't stand...." This means "I really don't like...." or "I hate...."
