What's the full words of these two "she's"? How can I know is it "is/was/has"?

1. She is (because it is the Present SimpleTense)
2. She has been (because it is the Present Perfect Tense HAVE/HAS + Participle II )
It can't be WAS because it doesn't have a short form.
