It's a church candle stand.
It is probably 19th or 18th century. You can often find these in Roman Catholic churches.
You would heat the spike on the top and push the candle down onto the spike, to hold it firmly. Usually just below the spike there would be saucer or flat dish, to catch the wax running down the sides of the candle.
