However, whippy can be used as an adjective for something that is resilient, flexible, and springy. Derives from the word whip. That long flexible leather cord that can be used as a weapon.

Are you sure it wasn't "wimpy?" That's an adjective that means weak and feeble or cowardly. When I performed a search for "whippy", the first two results are a dating app of that name and an entry in the Urban Dictionary that I can't repeat here. I would ask you to give us more context, but...
