Niku ga koutta desu = The meat is frozen.

Koutta = frozen; kouru = freeze. Note common word root.

Frozen is 凍(こお)った.
The meat is frozen: 肉(にく)は、凍(こお)っている。
Freeze the meat: 肉(にく)を凍(こお)らせる。
