Waardeer...appreciate. Ek waardeer dit opreg...I sincerely appreciate it.
Waardeur...through which, by which, by what, through what...Waardeur kan ek dit weet? Through what means can I know it? Bad example, but the best I can come up with. I just avoid using this word :-)

Waardeer is a verb. Waardeur is not.

without cheating, I would guess that waardeur is to 'wonder or guess' and waardeer is to recognize or appreciate maybe?
