Hello! If someone asks me, "Vintage or Designer?" Does he ask me if I like the old and and comfortable clothes or fancy new clothes?

"Vintage" is old-style, but the clothes may in fact be brand-new. Designer would refer to the latest fashion, by a famous designer of today.

Hello, Grace. I don't know if there is a different meaning depending on the country, but in the United States vintage clothing is clothing that was made many years ago that has become fashionable again. It's very rarely new and has always had a previous owner. Some vintage clothing can cost nearly as much as designer garments. The price depends on the brand, desirability, and condition of the garment. In the U.S. there are many vintage clothing shops and they are quite popular with young and fashionable people. If you do an internet search for "vintage clothing store in the U.S." you will get a better idea of what I mean. I hope this answer helps!
