You can just call it “tape”. If you want to be more specific you can call it “packing tape” as we usually use it when we pack boxes.

If you were to go to a hardware store in Canada, you would need to ask for PACKING TAPE. Searching online you can see a list of different types of TAPE, including the SCOTCH tape for office use, MASKING tape, ELECTRICAL tape or silver DUCT tape.

The question would be WHAT do you call it, not HOW. (it's too bad that English is different from most European languages in that regard).
I would call that PACKING TAPE, i.e. the type of tape one uses to close boxes one is going to mail or ship.
