'man muss unbedingt vorher anrufen und einen der wenigen Tische bestellen' means you have to call in advance to reserve a table (Tische is Plural of Tisch - table) not that you have to order your food in advance

The difference is one word.
Yes, they have to call and have to "bestellen" something but it's not the food that they're ordering, they are ordering a table.
Tisch bestellen = Tisch reservieren
(to ask a few hours or days in advance if they can make sure that one table is free for you at a specific day and time)
Essen bestellen = Essen liefern lassen
(to order food to you place)
But the expression "Tisch bestellen" is rarely used. It's more common to say "Tisch reservieren" - at least where I live. 😄
