Yes, they have to call and have to "bestellen" something but it's not the food that they're ordering, they are ordering a table. Tisch bestellen = Tisch reservieren (to ask a few hours or days in advance if they can make sure that one table is free for you at a specific day and time) Essen bestellen = Essen liefern lassen (to order food to you place) But the expression "Tisch bestellen" is rarely used. It's more common to say "Tisch reservieren" - at least where I live. 😄
