Recommendations to is either to a person or a place and recommendations for is either for a an event or something like dinner. So for example “I recommend you to my barber he is very good”.And recommendations for is more like “ Hi can you recommend a place to have a party” or “ Hey I have a recommendation for a place to take your wife for your her birthday”

I agree with Adam, and would add TO can also be used for a PERSON. ex:
I made a reccomendation to your teacher to give you more challenging work.

Usually to is followed by a verb and for is followed by a noun.
He made a recommendation to go to the show.
She made a recommendation for dinner.
