To decrease growth (of industry) or to reduce growth? Which one is correct?

'Reduce growth,' would be very general, economical, industrial, etc.
To be more specific, you could say:
'To reduce the growth of industry...'
Or, the following sounds better, to my ear,:
'To reduce industrial growth...'
