They are the same in one way - both mean that the speaker does not believe we will be lucky this time.
There is a subtle difference.
We won't get lucky this time suggests that we have been lucky on separate occasions in the past, but this occasion will be different.
Our luck isn't going to hold suggests that we have been continually lucky over a period of time and that continuous luck will end.
