#1) Yes, "she" is Iona.
#2) Yes, these are Iona's thoughts. She imagines herself saying this to the Human Resources person, Brenda, who is present in the room with her and Ed. She doesn't say these thoughts out loud. She is talking to herself. That is why italics are used.
