I'm reading example sentences with the verb navigate in the sense of finding a way forward. Sometimes it's clear but other examples are confusing. This one for example: 'How is the neighborhood perceived and navigated differently by males and females?'
Does it mean that males and females perceive and deal with the neighborhood differently? Maybe, women perceive that it's dangerous, whereas men don't feel threatened in any way.
Am I right or just raving? 😅

‘Navigating a neighborhood’ is a good but rather high brow use of ‘navigate’. More typically, you might ‘navigate’ a situation. Your suggestion of ‘deal with’ is more common.

Her way of navigating a career in medicine was unorthodox to say the least.
