In your first sentence, "play" is an infinitive. It is not past, present, or future. In fact, it doesn't change as you change the tense:
"I will talk with a neighbor and watch some dogs play."
"I am talking with a neighbor and watching some dogs play."
Infinitives are timeless!
The present participle "playing" is also timeless. It too can be used in past, present, or future:
"I will talk with a neighbor and watch some dogs playing."
"I am talking with a neighbor and watching some dogs playing."
"I talked with a neighbor and watched some dogs playing."
