I think they shouldn’t, it’s know that in most of the cases, crime in early ages it’s the product of neglect and a bad context. So I think the better way to work to prevent crime, it’s to work with those teenagers and help them by creating protection networks. I think in the cases of teenage crime, protection works way better than punishment.
