Could anyone explain the meaning of “flappy” ?? And how to use it

It's like, something unsteady, loose, for example, "She turned her eyes from his and stroked the flappy white ears of Charles.", that's a really good example i found, i assume Charles is a dog or something so a dogs ears are floppy
