What is the difference between first draft and rough draft?

The literal meaning of the words gives you the information:
FIRST draft: Tells when the draft was made., i.e. before any other drafts.
ROUGHT draft: Tells you the condition of the draft, i.e. not final, still needing work, etc.
These might often turn out to be the same thing. But not necessarily. For example, some writers' first drafts may be quite good, and require very little additional work.
