That would depend on the context, but usually the phrase is used to prepare the listener / reader for a statement that will seemingly contradict previous statements (of which there are several). The meaning is similar to “however” or “even so”, but “with all that being said” is meant to suggest a softer contrast. Provide more context if you’d like additional help.
