What does fixture and Ps 22 mean here?

A ‘fixture’ is something that is permanent. Here it means that the person is well-known and is associated with the place.
PS means ‘public school’. New York City uses a numbering system for its primary schools. While this is not common in the US (and even in NYC schools have names as well) New York has such a cultural importance to the US that this is widely known.
