There's just isn't enough time for everyone to have a turn.
What is "to have a turn" in this sentence?

Here "have a turn" means get a chance to do something. First Person A gets his turn, then Person B does, then Person C does, etc. If there's not enough time for everyone to have a turn, then some of the people won't get a chance.
