What does "last strides" mean? Last time? She won't do it again? Why is it plural?

It just means the last part.
Literally 'She overtook her rival in the last strides' would mean she took the lead in the race at the end and won. So here it means the last few stages of the operation.

A stride is a long step. So this refers to the last steps, which in this context is a metaphor for the last stage.
