She's gonna cook Welsh food after visiting Wales. What does "celebrate" mean in this case when you use it with food? Does it mean the same as "celebrate new year" or more like "praise it"?

It means celebrate as in New Year, but it is used in this context as a sort of appreciation. Almost like celebrating the fact that this dish exists.
