i’m a native english speaker, it depends on what you want to emphasize. BOTH are correct. the word that’s emphasized will change the meaning though:
"You can NEVER tell"
or
“you never CAN tell"?
depends on what you want to get across - this is one of those subtle things that really depends on context. hope that helps! 😉
