“1.5 hour” or “1.5 hours” ? After saying “one and a half” or “one point five (1.5)” should the noun afterwards be singular or plural?

Plural.
If it is just one, it is singular. "1 hour" = "one hour".
Everything else is plural. "1.5 hours" = "one point five hours"; "0.5 hours" = "zero point five hours"; "0 hours" = "zero hours".
That is more than what you asked. :-)
