I guess: the "inexperienced in modern methods" is an adjective phrase to modify the noun "a man".

It's grammatically correct and it's a reduced relative clause. The full version would be:
Tom is a man who/that is inexperienced in modern methods.

Correct. Within the adjective clause “in modern methods” is an adverbial subclause that modifies “experienced”.
