"Black English" (Afro-American Vernacular English) is a dialect spoken by many rural and urban Blacks in the United States.
Rap and Hip-Hop music and videos made Black English more familiar to White people.
Some young White people imitate "Black English" to be cool.

I have seen that episode and what the father actually said was “Don’t talk BACK” (meaning do not be rude) but the kid heard “Don’t talk black”.
There is no such expression as “talk black”. Which is why he didn’t understand what that meant.
