You could call it a path, to stay generic.
You could call it a garden, if you want to be very generous to its maker.
You could call it an inner-city greened-up walkway, to be a bit more specific, but that may be overkill.

I'd call it a promenade. The equivalent of a boardwalk but not on the beach haha
