When prople say "a sample free of charge",It refers free sample only or they also expect sender takes freight charges.

No delivery( freight) charges, no.
The onus is on the company to pay that, otherwise it wouldn’t be a free sample!

It could be either.
Quite often you hear about commercial offers of a "free" sample, and then when you go to order your free sample, you realise that you actually have to pay postage and packing as well...
