Can you say on the plan to do something ? Or is more correctly to say plan on to do something ?

Try saying "(I) plan on doing something" or even better "planning to do something."

PLAN ON or PLAN TO DO are correct.
PLAN ON TO DO is incorrect - - - too many words.
