Pour moi : cogiter veut dire réfléchir.
Ruminer veut dire penser et repenser à la même chose.

Je dirais que ruminer a plus une connotation négative que cogiter qui signifie simplement réfléchir. On rumine souvent parce qu’on a un problème.
