While Sara felt Betty didn't hold up her end of the conversation, Betty complained to Steve that Sara never gave her a chance to talk. The problem had to do with expectations about pacing and pausing.
Does it mean " Sara felt that she did all the talking while she was with Betty and Betty had nothing to say because maybe she was shy or she didn't like talking with Sara?"

You're right that Sara felt that she did all the talking with Betty.
Betty was not shy though, she felt like Sara talked so much that there was no time for her to say anything. Sara did not give her time to speak because Sara talked a lot.
