Is it ok to say ‘Happy graduation’?

I’ve never heard this, but I don’t see why you shouldn’t say it if it refers to an event or party celebration. When you mean the graduation itself you would probably say ‘Congratulations on your graduation’.

I think Adrian nailed it. It’s not necessarily something I’ve heard, but everyone would understand the intention.
