Do we talk about some sort of rare native languages? What is rural? How is it considered to be special and other than - what is called - official language of a country? What is required or desired to be developed?
But if we talk about foreign language learning in remote and/or rural areas with lack of educational facilities - yes, technological progress definetely supports language study development. For instance, I use this nice app having great English practice.
