When I do a testdaf table description , should I use the present tense or the past tense (Perfekt, Präteritum)for things that happened in the past years？ or the present and past tense, both is ok?

As a general answer: When describing facts from the past, you should use Präteritum and the present tense when talking about current developments. Derzeit gibt es XX Arbeitslose. Vor 3 Jahren gab es XX Arbeitslose.
