Why is it 없었어요 and not 있었어요?

You could say it in both ways (both are correct and natural), but saying 없었어요? sounds like the asker wants to hear some interesting answer. Saying 있었어요? sounds more neutral and less enthusiastic, so it is probably used a bit less frequently.
