What does semi-rational or semi-pro mean?

Semi_ is a latin prefix meaning partly but not completely. Therefore, semi-rational means not completely rational (partly rational) .
And semi pro is the short form of semi-professional. A semi-professional sports player, musician etc is paid for doing a sport, playing music etc, but does not do it as their main job
