What does " as far as I am concerned" mean?

"As far as I'm concerned" is simply opinion. When someone says this, they are expressing their opinion on something. In my opinion, this statement also implies that the person acknowledges:
1. Their opinion is solely based on the knowledge (or limited knowledge) that they have on a situation.
2. They acknowledge that they probably don't know all the facts surrounding the situation, but they don't care to know all the facts. They are content with their opinion, and their concern doesn't go beyond this.

An expression used to give your point of view. Keep in mind this expression is mostly used in a negative way to show your opinion on something that you don't care much about or you don't want to change your opinion about it.
In a friendly context you would use "In my opinion" or "I believe". In some instances you can use "As far as I know".

Sometimes, this expression could be a sign of anger.
So be careful before you use it.
Tom: I am angry with you. I have decided not to speak with you for a week.
Mona: As far as I am concerned, you NEVER have to speak with me again!

It could be replaced by “in my opinion”. Probably means “ I think”.
